AS a unique political ecology of the china, the aim of the system of titular cadre is to speeding up the training of cadres, establishing a team of high-quality cadres who possess the progressive thinking, the broad horizons, the advanced idea and the outstanding ability, improving the level of civil servants in power,and narrowing the gap between different parts of the implementation of administrative . At present, the system of titular cadres has become an effective way and form, that has brought vigor and vitality for our cadre system and the development of different regions. However,throuth the interview and the survey of some titular cadres , the author found that the system of titular cadres exposed a lot of drawbacks and problems in the practice, that made the system of titular cadres aliasing distortion. The fundamental reason is the lack of system. In this paper, the author put forward the merit-based selection, training, enhanced supervision and Supply system to further improve the system of titular cadres in Hunan in based on the theory of human resources management ,in order to to ensure that effective personnel work to deepened.The research on the system of titular cadre in Hunan is a practical question with strong feasibility as well a theoretical issue of high political sensitivity. This article will study the system of titular cadre in Hunan following the theory of foreign exchange system, the study of civil servants, the status quo analysis, the idea of countermeasures.
