An Exploration Of The Influence Of The Traditional Cadre-election System On Current Reform Of Cadre System

An important component part of building socialism with Chinese characteristics, improving a socialist democratic and political system, building a socialist harmonious society,is to improve the quality of cadres, enhance the capabilities of the cadres and carry forward the reform of the cadre and personnel system.The traditional cadre-election system has its rationality, which has run for 2000 years as an independent political mode. It is significant to realize the active factor of traditional cadre-election system to the reform of the personnel system . The traditional cadre-election system has several thinking and practices, such as expanding the employment scope to increase the reasonableness ; defining the standards to enhance the relative fairness of the selection and to focus on supervision to ensure the effectiveness of policy; Stressing constraints to safeguard the authority of the system, to standardize the ethics and to build the ideological unity of governing the state, restraining and cultivating oneself, training the officials' honesty, focusing on the design to improve the strictness of the system.With the advance of national const(?)c(?)ion, China's reform of the cadre system are deepening, especially since the 16th CPC National Congress party, our Party had made useful exploration and innovation, and had achieved some success in the reform of the cadre and personnel system. But there are also some problems, such as simplifying qualifications and performance of the competitors, competitive selection not necessarily has good results, lacking in strength for supervision during election, weakness in control and self-control in cadres management, etc. During the reform of cadres system we should solve these problems, which derives from various sources and harms to the long-term stability of the Party and the state.The traditional cadre-election system attracts the reflection about deepening the reform of the personnel system.The necessity of reform of the cadre system enables us to understand that enrichment and development of the tradition system needs learning from the traditional system factors based on the tradition. The measures are to modernize the traditional cadre-election system value, to cultivate the political emotion with political tradition of "everyone is responsible to the society", to accelerate the "power used by people" value with the responsible tradition of "do for the people", to promote the awareness of fairness with the selection standard of "not stick to one pattern", to carry forward publicity supervision with the tradition of "offering advice is always welcome", to improve the cadres' quality with the belief of "placing strict demands on ourselves". Meanwhile, it is essential to remove the bad influence of traditional cadre-election system.
