The Grass-roots township government in China is the government agency which stays closer to the countryside. Grass-roots civil servants not only play a key role in carrying out the principles and policies formulated by the Party Central Committee, but also is the leaders who have the duty to unite people to attend the new socialist country built. Employee Satisfaction directly influence in solving the problems facing agriculture, rural areas and farmers and some other problems which related with the new socialist country built, and it also closely bound up with the benefit of the masses. Since the competition in the human resource market grew more and more fiercely, we should have paid more attention to the grass-roots civil servants attitude toward their work. To attract and keep talent will contribute to solving the problems facing agriculture, rural areas and farmers. To improve the system of grass-roots civil servants and to build a contingent of high-standard grass-roots civil servants is necessary.In order to know the grass-roots employee satisfaction, we selected some grass-roots civil servants who came from three different grass-roots township governments in Ningxiang to have an investigation. It shows that it is higher than the neutral value which should be more than 138, but lower than the ideal score i.e. the total points is 184. Take all factors into consideration, for the grass-roots civil servants the most attractive part of the work is the work itself, while the condition of the work trouble them most. The order which was determined by their score in the investigation: the work was placed in the first, then it was followed with relationship with the people, leading and administration, work returning, development of their work, and the condition of the work was placed in the last. The demographic variable also has influence in the investigation. Different gender has dramatically different demand of the work steady, work return, work condition, work independence, so did the marriage to the work independence, and relationship with peers, the position to work itself, the education to the work development, the payment to the work development and the whole judgment, and work category to the work itself. Other factors just like the demographic variable had the same effect to the general evaluation.According to the result of the investigation, to improve grass-roots civil servants' employee satisfaction, we have to take both group characteristics and their demand into consideration. We should reform mechanism of grass-roots civil servant based on "putting people first". The work itself, work payment, work condition, competition mechanism and assessment system are indispensable factors of the reforming. Making employee feel more satisfied with their work, is a possible way to change the fact that "people don't have things to do, or there are no competent people to do the job." Through these measures we can organize a group of high-level and high-quality personnel for the new socialist country built.
