The Study On The Cooperative Governance Mechanism Of Social Security In Border Regions Between China And Laos

With the continuous development of "One Belt And One Road" in China,the factors such as various personnel,products,information and transportation tools in the border region of Laos have accelerated.However,the "golden triangle" area that is near the China-Laos's border regions is chaotic and complicated.In recent years,the security of situation in China-Lao's border regions has become increasingly serious and criminal activities have been high.Especially with the rapid development of bilateral cooperation between Laos and China,the issue of Social security has become increasingly prominent.China and Laos have gradually developed social security cooperation governance for maintain social stability.The two sides have established a certain cooperation system,which based on relevant treaties and achieved certain results.However,there are still some problems that need to be solved in the cooperation between the two sides,which restrict the further cooperation between the two sides.For example,governance body,governance key,coordination mechanism and so on.The cause of this situation is mainly between China and Laos interest coordination mechanism,and lack of cooperation between the two countries specialized legal support,lack of co-ordination,and assessment supervision mechanism and lack of government of people's guide.Therefore,under the framework of collaborative governance theory,this paper puts forward the following suggestions to improve the level of social security cooperation governance in the border regions between China and Laos.Including establishing parties laws and regulations,improve the bilateral law enforcement cooperation mechanism,establishing the cooperation between the two countries management coordination mechanism,perfect the evaluation and supervision mechanism of cooperation and establish a mechanism of public participation in the two countries.
