Current Situation,problems And Countermeasures Of Electronic Management Of County-level Financial Bills In Zhejiang Province

As an important form of government non-tax management,financial bills have important significance both in theory and in practice.In the past,they have played a positive role in alleviating social problems such as "three chaos" phenomenon.The role in the operation of other non-profit activities is also gradually emerging.However,the contradiction between the traditional financial bill management mode and the actual development is increasingly prominent.Therefore,speeding up the standardized management of financial bills has become an inevitable development trend,as one of the most effective management means to keep pace with the times.We must do a good job in the electronic management of financial bills.Through reading,referring to the latest theories and research results of domestic and foreign experts and scholars,this research adopts three research methods: comparative analysis method,field investigation method and summarized method,and takes Jinyun County of Zhejiang Province as a case study to analyze the present situation.This paper expounds the problems existing in the electronic management of financial bills in the local areas and the corresponding reasons,and then puts forward the improvement objectives and construction ideas in view of these situations.On the basis of previous research results,the electronic management system of financial bills is constructed,and the module of electronic management system of financial bills is designed.Then according to the theory of the integration of government information resources,this paper puts forward the optimization scheme,and puts forward the relevant safeguard measures to conform to the development trend of standardized management of financial bills.Also for other areas to further do a good job of electronic management of financial instruments to provide reference advice.Through the research and analysis of this paper,the aim is to put forward a more perfect financial bill management system platform development plan,at the same time under the guidance of higher-level policy,perfect the implementation of the electronic development of financial bills.
