With the economic and social development, China has entered a crisis period of high frequency occurrence. A variety of crisis is with great strength and breadth of impact and influence the whole society, which not only leads to social wealth and the loss of life and economic damage to the environment, or even to lead to the loss of legitimacy of the government, as well as the disastrous consequences of political instability, etc. . From the SARS incident, to the bird flu epidemic, to the 5. 12 Wenchuan earthquake and other major outbreaks of public emergencies and deal with, so that our government recognize that the Government crisis management capability is one of the core competencies of government administration, and correctly deal with the crisis to reduce the crisis caused by the crisis will be reduced to the minimum extent of the damage the government has an important role in crisis management. How to effectively enhance the government crisis management capabilities, has become the government must attach great importance to a major issue with the urgent task.In this paper, many scholars at home and abroad research results from multiple levels, multiple angles of the government crisis management theories and basic concepts, classification and characteristics are discussed, and strive to fully understand the connotations of the government crisis management capabilities. Then the article in the Wenchuan earthquake empirical analysis, summarized by the Government in the Wenchuan earthquake disaster relief in the experience and an analysis of the Wenchuan earthquake in the government crisis management capabilities give us reflections. Finally, this paper gives the government crisis management capabilities to enhance a number of recommendations.This paper is divided into six chapters: Chapter One is the Introduction section, mainly including research background and significance of, relevant literature review, research tools and to study the basic ideas and innovation points. Chapter II is a crisis management theoretical analysis of government capacity, mainly including crisis and crisis management, government capacity and government crisis management ability of the theory. Chapter III is a crisis management capacity of Government Empirical Analysis (in Wenchuan earthquake, for example), mainly including an overview of the Wenchuan earthquake, in Wenchuan earthquake disaster relief in the management of capacity analysis. Chapter IV is based on analysis of the Wenchuan earthquake as an example of crisis management of government and the causes of the problems, mainly from early warning and reduction of capacity, decision-making capacity, communication and coordination ability and recovery capabilities in areas such as reflection. Chapter V is a government crisis management capabilities to enhance the relevant measures, respectively, from the crisis early warning and reduction of capacity, crisis decision-making capacity, the crisis communication and coordination capabilities, and disaster recovery capabilities given the situation was. Chapter VI is the conclusion.
