A Study Of Participation Of Non-governmental-organizations In Public Crisis Management In Wenchuan Earthquake

Entering the 21st century, the public crises occur frequently, which have become the social life's inevitable major challenges. The public crisis increasingly shows characteristics of complexity and pluralism. We can not deal with the public crisis timely and effectively only by the government. The year of 2008 is called a milestone of china's NGOs. Non-governmental organizations played a great role in the Wenchuan earthquake emergency relief and reconstruction. But China's non-governmental organizations also expose many problems and difficulties. For China's non-governmental organizations, they are not only Opportunities, but also challenges.This paper selects a temporary non-governmental organization which is established in emergency rescue in earthquake, 512 Commando. The basic structure of this paper: The first chapter reviews the literature of the theme of non-governmental organizations to participate in public crisis management and elaborate on the research methods and the innovations. The second chapter elaborates on the related theories of the public crisis management and non-governmental organizations. The third chapter analyzes the participation and evolutionary process of 512 Commando in earthquake relief. On the basis of the third chapter's case analysis, the fourth chapter reveals non-governmental organizations'operation mechanism in earthquake relief, and the difficulties faced by non-governmental organizations. The fifth chapter pertinently puts forward the countermeasures of how to promote non-government organizations to participate in public crisis management. I hope my crude remarks may draw forth by abler people, and this paper can be beneficial for the theoretical research and practical exploration of non-governmental organizations'participation in earthquake relief work.
