Study On Govermental Information Publicity In Public Crisis

In the 21th Century where every area of society such as social policy and economy is tending to be globalization, the protean society has challenged to the manage ability of one government. Various pubic crises are among what the government often has to confront when it exercises the management functions. The ways and forms how the government deals with public crisis could be various as well as the government functions. This thesis makes a study on the extent of information publicity of the government in the state of public crisis. Through several influential public crises occurring in recent years, especially the Wenchuan Earthquake in Sichuan province on May 12th in 2008, the thesis makes a fairly comprehensive analysis of the gain and lost of the government from the perspective of information publicity when it deals with public crisis.Firstly, the present statuses of information publicity of our government in the state of public crisis are analyzed, concerning the development of the government in this field, and the situation of information publicity in Wenchuan Earthquake. Based on the analysis of the present status, the problems in information publicity of our government are brought forward.Secondly, taking the Wenchuan Earthquake as the background, the thesis divides the information publicity of the government into 4 stages. Moreover, according to the data calculated from the authoritative questionnaire made by Qinghua study group in the first place after the occurrence of Wenchuan Earthquake, the thesis analyses the situation of information publicity of the government in different stages and levels and finds out the positive and negative aspect of information publicity.Finally, according to the problems discovered during the analysis of the information publicity of the government, the author brings forward a serious related policy from different aspects, including changing views, strengthening consciousness, enhancing management, constructing website and improving security policy, etc.
