Therefore, re-analyze, and sort out the interests of local governments bearing structure, research and explore the normative acts of local government policy implementation, the institutionalization of means for improving the execution of public policies to promote the healthy development of economy and society have important guiding significance in practice. In this paper, the interests of policy implementation and awareness of local governments, from the point of view of the interests and try to analyze interests of local governments, thus answering the following questions:(1) Why can the central public policy interests of local governments in the implementation of the bias?
