Our Student Village Policy Implementation Bias

The policy of university graduates village officials as a national grass-roots-oriented employment of university graduates, it is supposed to be good in terms of the starting point of the policy designer:on the one hand, it may ease the pressure on the employment market of university graduates, on the other hand bring new breath to rural area development. But phenomena of deviation, which leading to the deviation of policy outcomes and objectives accordingly, appear in the process of policy executionBased on the Public Choice Theory and the Principal-agent Theory, this paper analyzed the factors affecting the policy efficient execution with the perspective of public policy analysis through applying The Policy Implementation Process Model Theory of Thomas B. Smith. Meanwhile, combining with depth interviews and questionnaire surveys, it also probed into the performances and causes of deviations during the process of execution of university graduates village officials policy and came up with countermeasures for the deviations.Institutionalization is the gateway of the sustainable development university graduates village officials policy. According to the surveys, the cooperation between university graduates village officials and local governments strongly requires restrictions of institution. In terms of solving the problems of deviations of policy execution, On the one hand, the government and other relevant policy-executing departments need to provide external support in public opinions, funding, laws and policies, as well as management systems, on the other hand, university graduates village officials and colleges and universities should speed up internal construction of institution in capabilities and qualifications, as well as training system.
