| Channeling and encouraging college graduates to seek employment in grass-root level is one important decision made by Central Party Committee and State Council on the basis of overall development of the Party and the nation. In order to provide talented person and intelligence support to the construction of new socialistic village, Qinghai government guides and encourages college graduates to seek employment in rural grass-root level by selecting and dispatching them to village to take the position of assistant of secretary of village party branch or assistant to director of village committee. It has shown principium achievement. Starting form 2006 till August 2009, 2099 college graduates have been dispatched to farming and pastoral areas within 4 years. Now 1748 college graduates of them are still taking their responsibilities.The research in this essay is to investigate the basic situation of college graduates"village official"in farming and pastoral areas in Qinghai and to provide fundamental and supporting materials for other related research. Considering local situation and the problems appeared in the present construction of new socialistic village, the essay analyses the basic data about the college graduates"village official"in these areas and the mutual relation between these college"village officials"and the social development of village where they served. By using theory of public policy analysis, the fourth part dissertates the forming of policy of"college village officials"plan; analyses its value and feasibility; also evaluate the implementing situation of this policy. The fifth part explains the main problems in the implementation of collage"village officials"project in Qinghai.
