The thinking pattern of public personnel management derives from the practices of public personnel management, and plays a security role in it. Efficiency -oriented thinking of the traditional thinking pattern of personnel management based on the principles of scientific management has an obviously restrictive effect on the present practices of personnel management. Since today the humanistic society has established, objectively it requires that personnel management should pursue humanism. Corresponding, the personnel management thinking must organically unite the traditional efficiency -oriented thinking and people-oriented thinking, in order to secure the unity of the personnel management instrumentality and the value in practice. Based on the analysis of the background, efficiency and present difficulties of thinking pattern of scientific personnel management, this thesis introduces the humanism and the thinking of public personnel management and puts forward that the approach of bettering the thinking pattern of public personnel management is to achieve the integration of two thinking patterns.This paper mainly focuses on two aspects:The first is why we transform the thinking pattern of public personnel management.The transformation of industrial society to post-industrial society makes the public organization undertake the new responsibilities. But there are many disadvantages in the traditional thinking pattern of personnel management, and it is not competent to the demands of social development and the further development of the personnel management. Therefore, it is imperative to transform thinking pattern of public personnel management.Next is how to carry out the transform of the thinking pattern of public personnel management. China's current development level of society and management indicates that there are many disadvantages in the thinking pattern of public personnel management under the influence of the thinking pattern of scientific management, but it still has some positive significance. While thinking pattern of public personnel management under the influence of thinking pattern of human management adapts to the future demands of the development of society and management, but it is still not used completely. Because the development level of realistic society and management is limited. Therefore, the transformation thinking pattern of public personnel management is to achieve the integration of two thinking patterns.
