Executive leaders, as the government representative in the administration management activities, whether the conduct of their incentive deeply influenced by the effective implementation of the performance of leaders, and then affect the realization of the meaning of existence:to service for public. In this paper, under the premise of the research from the personnel management, use of modern management rational way of thinking of the executive leadership incentive path, conduct a theoretical and practical level and in-depth analysis and research. This article starts with the executive leaders inspire, motivate basic concepts such as definition of the path, analyzes the administrative leaders in the civil service management practice, in which the incentive status, functions and responsibilities and then uses the way of systematic methods, from the concept, institution, methods, cultural aspects and so on to find out and solve administrative leaders'effective path implementing motivate behavior, that the administrative leaders to implement a series of effective incentive measures, which can come true the government's work to improve the efficiency of the primary targets, with a view to the executive leaders for the future incentive problems, improve a positive reference.
