On The Contemporary Administrative System Of The China's Leaders

In China, the administrative leaders refer to those who work in the CPC organizations, the governmental departments, the labor union organizations, the Communist Youth league organizations and other social organizations and whose job is to organize, lead and guide people to realize certain goals of our party and our government. They are appointed by the CPC. They possess the three aspects of rights, responsibilities and duties. They show distinctively the historical, political and social features and the features of our era. Chairman Mao thought that the leaders were the vital factor after the political line had been defined. The rationale of the consummation of the administrative system is a series of expositions put forward by writers who study Marxism. Its practical foundation is the exploration achievement about the construction of the leading group since the founding of our party, especially the achievement of the reforming of the personnel system since the reform and open-door policy. At the same time, in order to improve the administrative system of the administrative leaders, we must carefully handle the relationship between "inheritance"and "innovation". We should learn the good points from the civil service regulations of the western countries and get rid of their shortcomings. The consummation of the administrative system is determined by its own laws but it also receives some influences and restrictions from certain relevant factors. In order to form a scientific and standardized administrative system of the administrative leaders, we must have a careful study of the following factors. They are the political elements, that is, the perfection of the administrative system of the leaders should be put under the influence and restriction of the leadership of our Party, political democracy and rule of law, etc; the economic factors, that is, the perfection should be perform against the background of the development of our market economy, the strengthening of our belief of the outlook of scientific development; the cultural elements, that is, the perfection process should be put under the influence of our traditional culture as well as the contemporary cultural construction and the strategy of recovering our splendor by way of science and education; and the social factors including social environment, social management, social stability, etc. These factors shed great influence and enhancing effect on the perfection of our modern administrative system. The connotation of the administrative system of the leaders contains three parts. The first one is the overall goal of the mechanism movement, namely to form a high-qualified leading group. The second one is the rules and regulations, which the mechanism movement must observe, namely the regulations in the origin, principle, entity procedure and moral discipline. The third one is the process of the mechanism movement. The extension of the administrative system of the leaders shows the objects that are covered by the administrative system. Its scope is very broad. Generally speaking, all the measures that enhance the leaders'abilities can be brought into the category of the administrative system. There are mainly seven aspects: 1. The mechanism of selecting and promoting cadres. This is the core mechanism of the management of cadres. The persons that are chosen are critical about the prosperity and failure of our nation. To establish the scientific reasonable and effective mechanism can lay a sound basis for the formation of other management mechanism of cadres. (1) The mechanism of selecting must be followed by political and scientific principle. (2) The selecting standards are generally consisted of: the quality of political consciousness, the experience of working among masses, the ability of possessing knowledge, the reorganization from masses and the attitude towards achievements. (3) The way of selection and promotion consists of appointment, selection, inspection,employment, etc. 2. The cadre's inspection mechanism. This is a set of system of inspection of the cadre's ability and morality as well as their practical performance. (1) The inspection follows the dialectical materialism epistemology principle and the psychological surveying principle; (2) The program of inspection includes: preparation of inspection, the situation of communication, the issue of notification, the thorough understanding, the reorganization of information and the application of results; (3) The content of inspection: morality, ability, industry, achievement, thrift and study; (4) The method of inspection should follow the following principles: the combination of cadres and masses, daily and regular inspection, as well as the qualitative and the quota inspection. 3. The fostering mechanism of cadres. The continuing fortification of cadres'fostering is always a strategic mission. (1) The chief contents of fostering cadres: political, moral, ability, knowledge, psychological and physical quality. (2) The method and the way in which the cadres are fostered include models to encourage and carry on the reformation of their minds, and to fortify the education for them. (3) The following should be paid more attention: the fostering of reserved talented persons, cadres of minority and the non-party cadres. 4. The cadre's supervision mechanism. As to cadre's supervision, it is not only the important constituent of the cadre management mechanism, but also an urgent duty of enhancing the construction of socialist democracy and rule of law. (1) The supervision of the cadre is advanced, limited and compulsory. (2) The cadre should be mainly supervised in observing the political discipline, using the right person, the attitude, honesty and hard working in one's own work. (3) The main ways of the supervision include: the supervision of the Party, the state power, the people, the interior of the cadre's organized group, the specialized agency, the judicial, the audit and the public opinion. 5. Cadre's competitive encouragement mechanism. In the administration personnel management study, competitive encouragement is the main body of management to people and things. It's a kind of driving power that stimulatesand encourages people to develop their positive initiatives and creativity through many ways and tactics under good competitive circumstances. (1) Competitive encouragement mechanism has the power to stimulate person's initiatives and to exact directions for people, and to strengthen people's ability to move forward. (2) Cadre's competitive encouragement mechanism should follow the principle of publicity fairness and justice. (3) There are some methods to stimulate Cadres: the method of goals, the method of achievements, the method of praising and criticizing, the method of care and the method of self stimulating. (4) To fulfill the CCEM are supposed to extend encouragement area, fulfill mechanism of competitive encouragement, to standardize the competitive encouragement operation and create the atmosphere for competitive encouragement. 6. The cadre's metabolism. The manage mechanism of he cadre inevitably has its own metabolism rule as a great open system. It is the result of which the cadre management system of natural law and the social rule affects together. (1) The cadre metabolism mechanism mainly manifest: the difference metabolism, the mobile metabolism, hole a post of metabolism, the ability metabolism, the knowledge metabolism, talented person metabolism and the system metabolism. (2) The main relative factor of the cadre metabolism include: natural factor, talented person factor, individual development factor, social progress impetus system factor; the improvement of the cadre metabolism mechanism mainly depend on : perfect retired metabolism mechanism, perfect tenure in office metabolism mechanism, perfect appraisal elimination mechanism, perfect exchange renewal mechanism, perfect knowledge renewal mechanism. 7. The safeguard mechanism of cadres'right. The cadres'safeguard mechanism refers to the legal system and its movement rule, which are designed to ensure their rights and interests. (1) The cadres'rights and interest include: the safeguard of wages and welfare, social security, status safeguard, working condition safeguard, appealing accusation safeguard, training safeguard. (2) To improve our cadres'rights and interests safeguard mechanism,the followings should be considered: the first, the transformation of the idea of welfare, the deepening of the cadres'distribution system reform; the second, the adjustment of expenditure structure, and the enlargement of the job security; the third, the perfection of social security, implement of the socialization of the service. On the basis of deepening the investigation and research, efforts have been made in this paper to perform a preliminary construction of the theoretical framework and practical focuses for China's management system for administrative leaders, to provide the concrete formulas for the selection and promotion, inspection, fostering, supervision, encouragement, mobilization and provision for the administrative leaders and the purpose of these efforts is to contribute some help to the management of China's administrative leaders.
