After the Cold War ending, the old international situation has collapsed, and a new international situation is forming. As the only superpower left after the Cold War, the United States began to pursue to bulid a world which is under its domination, and played a leading role in this process. But the situation president Clinton faced was domestic economy depression,the relationship with the West Allies disharmony.To the contrary,the East Asia countres developed rapidly. Especially Four Asia Tigers took the whole East Asia to make a huge progree in economy development,which was become the focus of the world ,including the U.S..Because of the multiple causes, the focus of the U.S. foreign policies was moved to the East Asian."New Pacific Community."was rised.This paper will focus on the addressment of "New Pacific Community", as well as the U.S. policies in East Asian under this vision, discussing the background, content, and the intentions of "New Pacific Community", and analyzing the economic policies, secrurity policies, and other policies of the U.S. in the East Asia. On the basis, it also analyzes the positive and negative impacts to the East Asia and the U.S..
