General power of Heilongjiang province in recent years continued to bepromoted, but at the same time, my province is facing difficulties, problems aremany and complex. This shows that economic development does not meanautomatically resolve social problems, instead has the potential to cause a lot ofnew social contradictions and problems. Especially in recent years, high risksituation for group events in Heilongjiang province, excesses occur, some localleaders ignored the evolution rule of group events, focus on dealing with groupevents, the result is always in a passive position, and even events became moreintense. If the changing ways of thinking, focus moves forward, establishedmainly to prevention rather than treatment of governance model, group eventprobability of occurrence can be significantly reduced.This combination of letters and calls of Heilongjiang province actually,proceeding from the theory of crisis management, the use of large amounts ofdata and characteristics analysis of group incidents in Heilongjiang province andprevention current situation, main problems of study on Heilongjiang province toprevent mass incidents prevention. Learn from Malaysia, and Singapore, andKorea and other Asian countries to prevent mass events more successful system,absorbing innovative practices of Zhejiang, Shandong and Henan provinces.Suggestions through the establishment of a joint reception hall and clearing themasses demand channels; Construction of information system across theprovince, improve the efficiency of resolving community contradictions; Buildsocial stability system of risk assessment, decision making is more in line withpublic opinion; Open Government information in a timely manner and guidingthe direction of public opinion; Establish accreditation system of the end ofappeals, Justice Group conflicts; Perfecting the performance evaluation andaccountability in the civil service and other policies, the establishment ofefficient, transparent, accountable system, to prevent mass incidents occur.
