Sudden Public Events Deal With The Government Guiding Force Of Public Opinion Research

In recent years, public opinion work situation and tasks facing the emergence of some new changes, it causes more and more attention to the Government and the researchers. At present, China's economic and social development and contradictions highlight the golden period of co-existence of public emergency in response to public opinion guidance to increase, the government has the double meaning of theory and practice.This article first makes a definition and classification to public emergencies and the media guide and other related concepts, which based on the analysis of the media guide's Status and Problems when our government responses to public emergencies. The author believe that the existing problems, include traditional media's "aphasia" and interaction mechanism with the lack of new media; government to guide public opinion, the lack of artistic quality; the government to guide public opinion, the legal system needs to be perfect; the public mindset "irrational question." On this basis, this passage makes a deep analysis on the causes of these problems. The author believes that the reasons for these problems include the slow development of government public management concept; the lack of relevant laws and regulations; run poor communication mechanism; however, the specific reasons for the deep reason is the globalization of information, the high dependence of society and social development risk widely distributed. In the analysis of the reasons, the paper proposes measures for improvement. That is to say the Government should take the guidance of scientific concept of development to enhance the guiding force of public opinion; focus on improving media management, to create a favorable climate of opinion; makes sound system and improve the public lead level; strengthen communication with non-governmental organizations to raise public literacy crisis.
