The good overall image of government is based on the excellent individual image of public officials. In the heart of the public, the image of public officials represents the image of whole government. Their morality condition directly reflects the ethics level of government and the morality degree of the society. Theoretically, the public officials are not only the public beings but also economical beings, who have the natural drive for the pursuit of individual benefits. When the two roles have conflicts, morality anomie is inevitable. The customs public officials are parts of national public officials. The customs has experienced a serious morality trust crisis of credibility. Since 1998, after more than 10 years' endeavor, the customs has carried out a difficult morality salvation, and has conducted a positive and beneficial probe into morality construction of public official, which gains remarkable effect.
