With vast territory and complex natural environment, China now is in the crucial period oftransforming development mode and adjusting economic structure. As reform deepens, somedeep-rooted problems spring up and natural environment keeps deteriorating, resulting to nonstopof public emergencies such as natural disasters, accidents and social insecurities. When it happens,the government could improve its image and gain a good reputation in the world by properlyhandling and solving it. On the contrary, the government will be affected by failing to solve theproblem and lose people’s favor that hard to repair in a long time. Therefore, it is urgent andnecessary to find ways to tackle the crisis and solve it successfully, to improve government imageaccordingly.The article gives a detailed introduction to the concept, types, characteristics anddevelopment of public emergencies, briefs on the meaning and features of government image, andargues the relationship between government image building and public emergencies, based on theviewpoints and researches of many experts at home and abroad. Meanwhile, from reality, it alsopoints out five problems of image building in handling public emergencies, namely, inexperiencein dealing with public emergencies, lack of information publicity, limited methods applied,unpreparedness and incomplete evaluation of its impacts. It also analyzes the reasons of someproblems such as poor awareness in handling public emergencies, lack of understanding of itsfeatures, backward systems, incompleteness of related legal regulations. On the basis of thoseproblems, the article targetedly puts up with some measures and suggestions on how to build goodgovernment image in people’s eyes. For example, to build a service-oriented government,measures such as strengthening the awareness of potential dangers, applying scientific decisions,improving coordination, and handling the after-service well are suggested. For a transparentgovernment image, better information publicity, regular, efficient and standardized pressconference, better communication skills with media, more participation of citizens in handling theemergencies are suggested. For a government by law, we should improve legal systems andregulations, solve the problems according to the law, introduce the Third Party in tackling theproblem. To build a responsible government, system of accountability and supervision issuggested.
