Research On Regional Innovative Logistic System Model

With the advent of the era of the knowledge-based economy and the fast development of the economic globalization and the regional economy, the formation of the regional division of labor more and more depends on the difference of the regional competitive ability, and whether the competitive ability is strong or not depends on the innovative ability of this region. Research on the RIS realization model is the task that urgently needs to be solved by the regional innovative system planning, exploration and research. RILS is a system that treats modern logistics as a sub-system of RIS. It is a realization model of RIS through the promotion of the merchandisation of the innovative and the promotion of accumulation and scatteration of innovation effect results by the logistic system. It is a systematic means to safeguard and promote innovation. RILS focuses on the solution of the key problems such as the operating mechanism of the system, the evaluation means and the policy efficacy to realize the innovation of the system, to promote the transformation of the scientific research achievement and to provide the theoretical foundation for the policy-making of the region development policy.RILS is a realization model of the regional innovation system, composed of the segments including the industrial enterprises, the governments, the intermediary organizations, scientific research or financial departments and the third party logistic enterprises. Through the melting function of the logistic industry, it can spur on development of the different industries such as the industry, the merchandise industry, the transportation industry, the financial industry, the information industry and the tourism industries, thus achieves the aim of enhancing the regional comprehensive competitive ability.As for the logistic system, the present research focuses on the design of the logistics itself and the optimized studies or the supply chain research from theangle of the industrial structure. So far there has been no logistic research on the regional innovative system. In face of the uncertain regional development environment, the one-sided research gradually reveals its own limitation. Therefore, there is an urgent need of an interdisciplinary synthetic logistic research adapting to the regional development. With the background of globalization and the emphasis of the innovation, research on the promotion of RILS through logistics has a great realistic significance.RILS will provide the theoretical basis and the development direction for the development of our country's modern logistics and the construction of an effective innovation system. As for the less developed region that needs to fortify its economic competitive ability, especially for the promoted development of the northeastern old industrial bases, it will display its guiding function. Through the development of RILS, it can promote the formation of the new industrial organization form in this region, the construction of the modern advanced regional economic system to promote the upgrade of the industrial structure, to enhance the industrial competitive ability and to develop the industrial groups encouraging the development of the peripheral regions. Finally it will achieve the aim of enhancing the regional comprehensive ability through the cluster effect and the expansion effect. RILS did not abandon the former industrial advantage and the logistic facilities but rather realize the network development depending on the radiating scope and ability and the logistic advantage. RILS can provide a plausible method for the industrial development and the system arrangement of the northeastern industrial bases, which will facilitate the deepening of the system reformation of the governmental departments and the policy-making of the regional innovation environment.Based on large quantities of the internal and external documents, this article will carry out the research concerning the RILS operating mechanism, the evaluation means and the policy efficacy. The article is divided into eight chapters, among which Chapter 2 to Chapter 7 is the main body. The content of the eight chapters goes as follows:Chapter 1: Introduce the background, the significance, the internal and external research status and the structure arrangement of this research.Chapter 2: Summarize the regional innovation logistic system model. Introduce the concept, the structure, the research aim and method of RILS and the procedures of research on RILS model.Chapter3: The theoretical analysis of RILS from the angle of economics. Introduce the theoretical analysis of RILS by application of the system innovation theory, the network economics theory, and the regional economics theory. Analyze RILS by applying the game theory.Chapter4: Explore the system innovation of the operation of RILS. To explore the main factors of the system innovation, this article introduces the sociological method-scale technology combined with the pathway analysis to carry out the explanatory research based on the collection of the data by using the inquiry method to describe the present status. First, analyze the research data in the form of descriptive statistics. Then explain the design and application of RILS development experience scales in detail. In the scales research, first, put forward the research hypothesis according to the research problems; second, design the RILS development experience scales and carry out the credibility and effect tests. Put the adjusted scales to the sampling research and construct the RILS development experience database. Finally, construct the experience model according to the research hypothesis and the RILS development experience research data to make sure of the promotion function of the logistics to the regional innovation development. Point out the means of increasing the need of the logistic society to promote the development of the logistic industry.Chapter 5: Research on the logistic promotion ability problems in process of the operation of RILS. Based on the analysis of the regional logistic levels by the measurement method, foretell the logistic cost-the bottleneck that curbs the development of the logistic industry. First, put forward the plausible logistic quantity and the logistic cost computation methods that adapt to regions in China. Then starting from the development of the macro-logistics, analyze the regionallogistic structure development tendencies through poly-chronic and spatial Markov chain analysis method. The key problem to judge the development of the regional logistics is to control the logistic cost. When forecasting the logistic cost, the author improves the gray BP network forecast mode and forms the equal combination forecast number by combing it with other traditional forecast methods to elevate the forecast accuracy, and analyze the forecast results combined with the consideration of the realistic problems.Chapter 6 mainly studies the evaluation means of RILS. Then position the increasing poles on this basis. First, introduce the fuzzy evaluation method for RILS based on simulated expert in detail; second, apply the GIS spatial analysis combing the graphic theory method to carry out the RILS region division and the positioning of the increasing poles. Finally, apply the above methods to carry out the empirical research-regional research on the northeastern region RILS-to position the increasing poles of the northeastern region RILS and comprehensively evaluate the RILS levels of the main cities with competitive abilities in the northeastern region.Chapter 7 applies the systematic dynamics methods to carry out the RILS development policy imitation and studies the RILS model's function to enhance the regional competitive abilities. First, introduce the example of international development policy of RILS. Second, introduce the systematic dynamics theories, construct the RILS model and the increasing points polarization model of the systematic dynamics and expound the structure of the system,analyze the main feedback loops. Finally, employ the model to analyze the concrete problems.
