Social Transformation Of Mass Incidents, Causes And Countermeasures

At present, China is in a period that transforms agricultural society to industrial society, and traditional society to modern historical process of social transformation. It also is the socio-economic, political, cultural, structural differentiation, reorganization of the history of spiral movement of the entire society from stagnation to change from closed to open, from backwardness to civilization and modernization process. The transition elements of differentiation and structural integration of an imbalance between the inevitable and imbalances so that the uneven allocation of social resources, a large number of social conflicts and unstable factors emerged which led to contradictions among the people highlighted, making the external appearance of the people of contradictions-mass happened frequently.Group mass continue to occur and the negative impact of social stability and development has become a prominent issue. If the central government at all levels, especially government local can't effectively prevent and properly handle mass incidents, it must directly affect the stability of political life, interference development of social life and affect the social, political, economic and cultural development as a whole. County (district) level of government handling of mass incidents as grass-roots organizations is a group most directly faces the event, "the mass incidents resulting from the direct cause of 80% of the primary. " Therefore, improving the county (district) level of governance capacity and ability to deal with mass events, mass events on prevention and response plays an important role. This article attempts to explore in the county (district) level of the current Government's view of events of to mass characteristics, rules and countermeasures.There are four parts of the contents of this article. ChapterⅠ, Introduction, introduces the topics of the background and significance of the research, research problem definition, and the status of domestic and international research, the main thesis of the theory and ideas and methods. ChapterⅡanalyses of group events, major incidents included the group's awareness and understanding of the problem. There is mass nature, characteristics, behavior, and social effects of such types of problems for the government to do to master the system of mass incidents analysis and discussion. ChapterⅢanalyzes the causes of mass incidents, the use of "value stack" theory, and theory of social conflict and social breakdown theory, the induced mass incidents from the social cause, root cause of governance, the rule of law causes of causes and mechanisms are described in four aspects, which is fundamentally correct understanding and effective management of group events overall basis for countermeasures. ChapterⅣStrategies Group Events is the subject of this paper. In Genesis on the basis of this analysis, using crisis management theory, resource mobilization theory and political participation in social movements theory, the author from the standard government acts to safeguard judicial justice image, to improve the interest suing channels, and pay attention to the media to guide public opinion, improve the emergency response mechanism. So get a grass-roots government in handling and preventing countermeasures group incidents, hoping to effectively prevent and contain the social transition of group events, in order to contribute to social stability and development is a key issue.
