The ability to work, the work performance not only affect morale among the more in some extent promote or restrict the social development process.As an exercise in shaanxi province have developed the basic civil servants, through research and the civil service system for the advanced foreign civil servants, in-depth analysis of incentive and restraint system and method, and combine the work experience and preliminary exploration study the incentive-restricted mechanism of grass-roots civil servants, seek development and reform targets for China's current situation, has certain practical feasibility and effectiveness of the civil servants, the incentive-restricted mechanism.
