China's Provincial Study On The Function Of Emergency In Public Crisis Management

Since the promulgation of the Comprehensive Contingency Plan for National Breakout of Public Emergencies (CCPNBPE) by the State Council of China on January 08,2006, emergency organization systems including emergency management leadership organization, emergency management office, specialized emergency response agency, local contingency offices, and the group of emergency experts were established by all the provincial governments all over the country according to the regulations on emergency organization system of the CCPNBPE. Among all these, the emergency management office is considered the center of the whole emergency organization system. However, since the emergency management office is one of the regenerated public management offices in our country, there are still some difficulties in setting its functions clearly and exactly, which lead to some other practical management problems like buck-passing between emergency offices and other government departments, poor coordination in the public crisis management, and so on. Therefore, a case study on the functions of the provincial crisis management office was performed in this thesis. By referring to the theory of government crisis management and the theory of the local government of China, and also to the practical running functions of some international emergency management organizations, the functions of the provincial emergency management office in our country was first theoretically analyzed, and then advanced in the thesis.The function-setting of the provincial emergency management office was summarized theoretically, and the functions of the office can be set under two different social states: normal state and abnormal state (emergent state). On one hand, the emergency management office should perform some routine duties of prevention and evaluation, such as emergency monitoring, planning and evaluation, etc. under the normal social state; On the other hand, it should be able to possess the functions of real time emergency monitoring, emergency coordination, and emergency information communicating among various government departments when crisis breaks out, i.e., under abnormal social state.
