An Empirical Study Of Methods Of Public Policy Analysis, Quantified

With the recovery of public administration in China in the mid-1980s, as one of the important elements of public administration discipline group, the the discipline of public policy analysis in China has had a development history of nearly 30 years. With the hard endeavor of almost two generations of scholars, China has made a great progress in the research on the discipline of public policy analysis and has accumulated many documents. Although there are some valuable researches in these documents, the research on public policy analysis in China is still very backward either from the perspective of dynamic discipline development or from the academic level of international public policy analysis. There are very few research achievements which have both a sound theoretical basis and a realistic reference value. As far as the public policy analysis is concerned, the use of empirical research method including quantitative methods is the demand of public policy analysis. In the past decades of years, the quantitative methods in the public policy analysis have played a key role in forecasting the correlativity and cause-and-effect relationship through building theoretical hypothesis and scientific tests and have made indelible contributions for the description of microscopic mechanism. Compared with the international advanced level, the analysis of public policy research in China has some serious problems in the research quality because of the lack of quantitative research method. Judged by the standard of empirical research, annotation research and critical research, the development of research on public policy analysis in China has been greatly hindered because of the lack of methodology.Needless to say, to deeply study the reason of backwardness of quantitative analysis of public policy in China is helpful to promote the development and amelioration of the discipline of public policy analysis in the sense of methodology. Hence, a deep understanding and complete observation on the present situation of public policy analysis in China is the premise and basis to bring forward an effective method to improve this discipline. This paper, taking the academic thesis and academic works in the field of public policy published from 1999 to 2009 as the analysis object, has made a thorough field investigation on the present situation in the public policy analysis of China. Based on the field investigation, this paper has made a general description on the present situation of lack of quantitative analysis in public policy analysis in China, made a thorough and systematic analysis on the present situation, existing problems and cause of formation on the application of quantitative methods in the public policy analysis in China, analyzed in detail and define relative concepts in the quantitative analysis, made a deep exploration and analysis on relative theoretical laws, and brought forward countermeasures to improve and strengthen the application of quantitative methods in public policy analysis in China, to make up the deficiency of existing research and to provide primary reference train of thought and research reference for the development of the discipline of public policy analysis in China.The research of this paper is mainly divided into four modules. The first module is the effect analysis of quantitative methods in public policy analysis. It mainly defines some concepts, making an introduction and preliminary research on the category and effect of quantitative methods; the second module is about the present situation and deficiency in the public policy analysis of our country. This part describes the deficiency of quantitative analysis in the public policy analysis of our country; the third module is a cause analysis on the application deficiency of quantitative method in the public policy analysis of our country. This part is aiming at exploring the deep reasons for the deficiency of quantitative in the public policy analysis; the fourth module is a research on the countermeasures to strengthen the application of quantitative methods in the public policy analysis in our country. This part will bring forward policy propositions in accordance with the reality aiming at the factors which cause the backwardness of quantitative analysis of our public policy. These four modules have formed a logic hook-ups chain in vertical logic and in horizontal logic will interweave with the influence of research environment on research method and the influence of other disciplines on the quantitative research methods of public policies.This article mainly adopts two research methods. One is a combination of qualitative research and quantitative research with the latter as the primary method; the other is a combination of empirical research and theoretical research with the former as the primary method. As the quantitative research has played an irreplaceable role in discovering the deep problems and laws, this study will emphasize the deep research by use of quantitative method. It will mainly study the main problems existing in the use of quantitative methods of public policy researchers, the deep level laws behind, etc. This study is based on the actual problems in China, which determines that the study should be based on the present situation and reality of China and the actual problems. Hence this study will collect some data through empirical research, deduct a scientific result with detailed data and provide a reliable basis for the deep analysis.
