Research On Mode Constructing Of Quantitative Analysis Of Public Policy Implementation In China

As one of the critical link of policy process, public policies implementation represents the unique value and status, it is the fundamental approach to resolve policy issues and achieve policy objectives. At present, the government public administration activities, especially the policies implementation, are in the face of more volatile and complex situations. Under the practical requirements of policy implementation, the research on public policies implementation in China needs to be further deepened, and be paid more attention to the study methods. Therefore, it is of theoretical and practical significance to construct the modes of quantitative analysis of public policies implementation in China, and combine qualitative analysis with quantitative analysis and so forth.In this thesis, the writer takes the analysis of common problems in Chinese public policies implementation as an entry point, and summarizes four types of common problems by using the content analysis method. Then, based on the literature study, the writer analyzes the feasibility, the necessity, and the suitability of application of quantitative analysis methods in the study of public policies implementation. Finally, the writer constructs some general and specific quantitative analysis modes for the common problems of public policies implementation in China.In the introduction of thesis, it focuses in discussing the basic situation of the study on public policy implementation at home and abroad, and further defining the guide-line and direction for the research by analyzing the development tendency of policies implementation study. At the same time, it summarizes the background and significance of thesis topic, the research methods, the overall framework, the deficiencies and the main innovative points. The subject of thesis is composed of the following five parts.The first part is about concept definition and theoretical foundations of thesis, it defines respectively the concept of public policy, public policy implementation, and quantitative analysis mode. It also analyzes the relevant theories of public policy implementation, such as the policy implementation process analysis, the policies implementation system analysis, the comprehensive analysis and so on.The second part is about the common problems of public policies implementation in China. Based on the theoretical analysis, it summarizes four types of common problems by content analysis method, and analyzes the causes of common problems. The common problems of Chinese public policies implementation include seven specific performance, like "the policy implementation deviations caused by the policy implementers’preference of interests", "low levels of quality or capacity of the policy implementers", "the non-cooperation attitude of the target groups", and "the missing or deficiency of policy implementation monitoring links" and so on.The third part is about the application of quantitative methods in Chinese public policies implementation. This part focuses on the feasibility, the necessity, and the suitability analysis. It also includes a brief introduction of seven types of suitable quantitative methods, such as factor analysis method, regression analysis method, game theory, fuzzy comprehensive evaluation method, and panel data analysis and so on.The fourth part is about the quantitative analysis modes of public policies implementation in China. Aimed at the common problems in policy implementation, the writer constructs three general quantitative analysis modes, like the general mode, the mode for target groups’attitude analysis, and the mode for evaluating policies implementation. The writer also constructs six specific modes, like the mode for analyzing implementation deviations of the policy implementers, the simulation process of policy implementers’capacity system, the game model between central and local administrative organizations, the variance analysis mode for investigating the attitude of different target groups, and the mode for analyzing the influencing factors of policies implementation and so on.The fifth part is about the summaries and prospects of research, it summarizes the main research results, and puts forward some ideas for the further study based on the deficiencies of this paper.In addition, the innovations of this thesis are mainly reflected in, the summary of common problems in Chinese public policies implementation by content analysis method, and the suitability analysis of quantitative methods.
