Despite the late start, quantitative policy analysis has experienced a change in the development process from scratch after being introduced to the Mainland in 1980s. Through research results on quantitative analysis of public policies in China in nearly six years, we can find that many quantitative methods in the field of different disciplines are introduced into public policy analysis, and that their application types and application methods are diverse and develop quickly.After more than half a century of development, public policy analysis' paradigm feature as an application-oriented discipline becomes more prominent. Lack of normalization and scientificity, decision-making mechanisms limit and poor information exchange among researchers in different fields all limit current academic research results of quantitative policy analysis to be translated into policy practice through the political system in China. It's clearly contrary to the original intention of applicability of this discipline. This thesis summarizes quantitative research of policy analysis from 2007 to 2012, establishes an evaluation index system to analysis the main restrictive factors which limit current academic research results of quantitative policy analysis to be translated into policy practice, and give some advices in the perspectives of expanding the scale of study, reform the research pattern, and expanding application channels.Addition to the introduction, this thesis is consist of five parts:Part ? analyzes the application level of quantitative analysis of public policy in the perspectives of academic research scale, pattern of research and interoperability channels between research and practice by constructing evaluation index system based on research in nearly six years.Part ? summarizes the reasons which limit the research scale in the perspectives of amount and researcher firstly, and then summarizes the reasons which limit the pattern of research in the perspectives of theory, data collection and quantitative tools selection. Finally the research summarizes the reasons which limit the research results of quantitative policy analysis to be applied in the perspectives of achievement exhibition and participation practice.Part ? analyzes the causes of constraints in six aspects:discipline construction, technical threshold, research summaries, pattern building, policy participation, information exchange.Part ? gives viable advice on expanding quantitative analysis in the way of scale discipline construction. Building a quantitative analysis mode which covers four steps: target set, problem matching, data processing, results interpretation, combined with Western policy analysis theories and quantitative methods in the fields of statistics, economics and system science. Giving viable recommends of policy participation and information communication to change the current status that quantitative analysis results are difficult to turn into policy practice.Part ?, as a summary of the article, summarizes the conclusions of this study, and deficiencies that need to be improved in the future.The innovation of this thesis is that:(1) on the research approaches, this thesis makes comprehensive analysis of constraints in achievement application from ways of study size, research standard and channel building. (2) on the suggestions, combined with the available theories of framework for policy analysis, this thesis constructed a quantitative theoretical framework which contains theories, models and quantitative methods.
