In the current critical stage of China's market economy, handling market-government relationship is one of the government's core tasks. Economic globalization and revolution in information, technology, and knowledge are posing unprecedented challenges to Chinese governments'administration concepts and models. The impact of China's entry to WTO on governmental administration is even more obvious. In this global competitive market, it has become a compulsory choice to make governments service oriented so as to develop market economy as well as to address global competition.As a foreign-related law-enforcing entity and a governmental functional department, Inspection and Quarantine plays an important role in protecting public interests and our national economy in international trade. As the impact of China's WTO membership and globalization continues to deepen, Inspection and Quarantine regulations are also facing unprecedented problems and challenges. One urgent research topic in Inspection and Quarantine is:While fulfilling state-entrusted duties, how to take advantage of scientific regulations to guide export-import enterprises for well organized development, in which regulations and services are mutually embedded to protect public interests?Starting with service-oriented government' concepts, characteristics, and models, this thesis uses Inspection and Quarantine as a case to study how it improves regulations, serves economic growth, and protects public interests. Through explaining and analyzing the current status of Inspection and Quarantine functions and comparing with foreign inspection and quarantine organizations, this thesis argues for the necessity and urgency of establishing service orientation in Inspection and Quarantine to cope with practical situations. It seeks to raise some thoughts on performing and transforming inspection and quarantine functions in the context of reform and development, and provides theoretical foothold and pragmatic operational basis for building service orientation in Inspection and Quarantine.
