Functions Of The Foreign Exchanges Of The Local Cppcc Study

Chinese People's Political Consultative Conference, abbreviated to CPPCC, is an important political and organizational form of China's basic political system- "the CPC-led (Communist Party of China) multi-party cooperation and political consultation system". During the past 60 years, since the founding of the People's Republic of China, CPPCC has carried out abundant foreign contacts, with efficient and fruitful outcomes. Through these activities, on one hand, CPPCC has promoted the scientific decision-making of China's foreign policies and embodied the participation of multiple behaviors in China's foreign affairs. On the other hand, CPPCC has broadened the channels and fields of CPPCC foreign contacts and played a significant role in China's diplomacy. CPPCC foreign contacts used to be conducted by CPPCC National Committee. In recent years, with the development of democracy and the increased volumes of local-level foreign affairs, the foreign contacts conducted by CPPCC local committees are becoming ever more vibrant. However, the theoretical study on foreign contacts of CPPCC, especially on CPPCC local committees is very weak. On the basis of the theories of CPPCC and China's diplomacy and practices of CPPCC local committees, this paper analyzes and studies on the functions of CPPCC local committee s'foreign contacts.This paper summarizes the uniqueness of CPPCC local committees as a behavior of foreign contact and points out three major dimensions of CPPCC local committee's foreign contacts:(1) Objects:friendly mass organizations and people, foreign local parliaments and consultative bodies; (2) Functions:developing local-level foreign affairs, promoting the variety of undertakings of CPPCC, improving public diplomacy; (3) Relations between CPPCC national committee and local committees:extension, cooperation and guiding.Based on the first-hand material the author collected, this paper analyzes the foreign contacts of the 11th and 12th CPPCC Shanghai Committee.For the future development of CPPCC local committees'foreign contacts, this paper proposes the following suggestions in conceptual, theoretical, and practical aspects:(1)Concept:strengthening foreign communication and domestic publicity on CPPCC to deepen the better understanding of CPPCC foreign contacts; (2)Theory: prioritizing studies and research on the positioning of CPPCC in foreign contacts, the role of CPPCC in China's foreign policy making and the uniqueness of CPPCC local committees n foreign contacts;(3) Practical operation:optimizing institutional set-up, improving human resources and issuing detailed and efficient policies and regulations.
