Innovation Research Of CPPCC Work Under The Background Of "Internet Plus"

On the 65th anniversary of the founding of the Chinese people's political consultative conference(CPPCC),General Secretary Xi Jinping explicitly indicated that we should explore the work of online political participation,This is how the CPPCC National Committee will better perform its functions under the new requirements of the new period,serve as a bridge link between the party committee's government and the people,and condense efforts to seek development and specify directions and draw a blueprint.Making full use of the Internet as a new technology,new thinking,and new concept to make citizens political participation more convenient,faster,and more efficient has become a new topic for the work of the CPPCC.The development and reform of the CPPCC can not happen without the distinct historical background of online political participation.In reaction to the change of the pattern of China's social interests and the extension of political participation,the CPPCC should further explicit its role and mission,collect public opinion,converge public trust and innovate the ways of performing duties so as to keep pace with the times characterized by the online political participation environment.Based on the experiences of collecting relevant information,participating in symposiums and accomplishing everyday tasks,this paper's author has the opportunities to analyze the CPPCC 's three functions and the status,problems and causes of the CPPCC members'performing duties and find out the new development and application of the CPPCC's three functions and the CPPCC members' performing duties in the internet context.The CPPCC Hunan Provincial Committee has made fruitful exploration on "Internet Plus".It mainly shows in the creation of the"CPPCC Cloud Platform" which has won high praises from Hunan Provincial party committee and government leaders and wide applauds from the society.To build the "CPPCC Cloud Platform" is to make CPPCC sessions of Hunan Province unending.Through this platform,the CPPCC members can be served all day,make high-level proposals and make supervision in real time.What' more,because of it,the interactions between the CPPCC members,between the CPPCC members and party and government departments,between the CPPCC members and the masses become more convenient.As a result,the CPPCC members are able to present "micro proposals" for the concerns of the masses and discover problems through "micro supervision".By connecting their "micro proposals" and "micro supervision" with party and government departments,the solutions to practical problems can be promoted.Major consultation topics can be found out from their "micro proposals" and "micro supervision" as well.In a word,through this platform,lots of data and information can be linked and gathered,which can make the CPPCC members play the main body role better.Through this platform,the CPPCC members' positive images can be showed,which encourages them to present proposals,participate in negotiations and make supervision more positively.
