A Reaserch On The Probloms Existed In The Basic Role Played By The Special Committee Of The CPPCC

The special committee of the Chinese People's Political Consultative Conference(hereinafter referred to as special committee of the CPPCC)gathers the members of the CPPCC to fulfill political consultation,democratic supervision.It's extensive?negotiatory and timeless.The work of the special committee of the CPPCC is an important part of the whole work of CPPCC,including conducting research,contacting non-Party personage and the democratic parties members to carry out the activities,it reflects the functions of political consultation,democratic supervision and participation in political affairs of the CPPCC.The special committee of the CPPCC has made positive contributions to deepening reform and opening up,promoting scientific development and safeguarding social stability,through organizing a wide variety of research to do the basic work for the participating governments,contacting non-Party personage and the democratic parties members to carry out their functions,supervising proposal and putting them into effect to ensure that it could be translated into the decision-making and deployment of municipal committee,Party committee? government and related departments.It makes positive contributions to deepening reform and opening up,promoting scientific development and safeguarding social stability.However,in the basic role of the special committee of the CPPCC,there are also some problems.For example,the organization is loose and the members are not connected closely;it is difficult to take root in the negotiation results because the effectiveness of thematic research is not strong.It's difficult for consultation and good advice to achievement into actual policy.The reasons for these problems can be analyzed from the inside and outside,the inside reasons are : The special committee of the CPPCC is not fully constructed by itselfl;there are regional difference in the setting of the special committee of the CPPCC.The outside reasons are :the lack of legal status of the special committee of the CPPCC;the special committee of the CPPCC is not highly regarded;the committee members have littleways to know about policy;the lack of performance reward and punishment mechanism.In view of the causes of these problems,the author concludes by analyzing and summarizing,we should start from the following aspects: Firstly,it is necessary to eliminate internal causes,including strengthening self-construction,looking for good leaders and members;improving the establishment mechanism of the special committee of the CPPCC.Secondly,perfect the relevant legal system and establish the legal guarantee and system standard for the implementation of the special committee of the CPPCC;carry out more activities to enhance social acceptance;strengthen the close cooperation with Party committee?government and the superior and the subordinate;improve the mechanism for reward and punishment and strengthen the management of CPPCC members.
