As the enactment of the Administrative Permission Act, the administrative permission reform entered into a new era. However, the subdivision, implementation and supervision of administrative permission items still had many problems. Therefore, how to subdivide, implement and supervise administrative permission items scientifically, systematically and normatively became an important mission of the government. In short, tasks of the government to strengthen the systematic construction of administrative permission, to protect the legal right of civilian, artificial person and organization, to promote public interest, and to maintain social order are still tough.Theoretically speaking, based on the effort of central and local government to reform the administrative permission system, to consummate the administrative permission system scientifically and systematically can greatly prevent the loss brought by the problem of subdivision, implementation and supervision of administrative permission items, and would be an important guarantee of effective public administration and rule of law.However, practically speaking, whether the effectiveness of subdivision, implementation and supervision of administrative permission items can reach the theoretical level is still unknown. In order to answer this question, this article tried to explore the effectiveness of subdivision, implementation and supervision of administrative permission items based on a case study of Laizhou county in Shandong province.The case study indicated that there were many problems lying in the subdivision, implementation and supervision of administrative permission items. For example, the problems lying in subdivision of administrative permission items were as followed: the principia of subdivision were hazy, the classifications were unscientific and the authorities were chaotic. The problems lying in implementation of administrative permission items were as followed:the service consciousness of government staff was not high enough, the functions of government departments were not fully understood by themselves and vested interest group tried to establish administrative permission by themselves. The problems lying in supervision of administrative permission items was as followed:both internal and external supervision were not strong enough.According to these problems, this article suggested to learn from the experience of subdivision, implementation and supervision of administrative permission items in developed countries and to further consummate our administrative permission system.
