| The main notions of Deliberative Democracy are"consultation","non-competition", and"consensus"which have conjunction with Chinese political operation. So, Chinese scholars turn their attention to deliberative democracy, when they are exploring the road of socialist democracy with Chinese characteristics. Then, Deliberative Democracy and China"consultation resources"learn from each other quickly. Many Chinese scholars began to research Deliberative Democracy with enthusiasm. With the gradual depth of Deliberative Democracy research and extensive Deliberative practice, Deliberative Democracy provides a new perspective and directions for China's socialist democracy,in one hand. But in other hand, the limitations of Deliberative Democracy which will hinder the development of this theory are gradually exposed, and the theory faces a series of challenges. Such as, some researcher thought that Deliberative democracy cannot reconcile deep-seated differences of the modern pluralistic society; other considered that the theory cannot truly achieve the equal, free, and rational negotiation between people; also, the existing system of Deliberation was considered too complex, cumbersome and costly; most importantly, there is no clear advantage in policy output efficiency and scientific levels when it compares to traditional Liberal Democracy. All these constitute the external challenges faced by deliberative democracy. In addition, Deliberative Democracy also faces internal conflicts and challenges. These challenges include:First, there are so many conflicts in the theory that are difficult to reconcile, Such as the conflicts between Deliberative and Democracy, Liberalism and Republicanism, Ideal and Reality. Deliberative democracy theories always swing between these dimensions, which make the core of deliberative democracy theory very vague. This will not only hinder the public's understanding of the deliberative democracy, and weaken the theory'ability to deal with external challenges.Second, the contradictions in theory are inevitably built into the deliberative system. Although the complex design of deliberative system can overcome time, money, space, and many other restrictions, to some extent. But the deliberative system is inevitably suspect having"elite orientation","hidden dictatorship","inclusive exclusion"tendencies, and so on. Through more sophisticated system, these tendencies can be mitigated and masked, but they are difficult to be fundamentally solved. Third, specific to china, the biggest challenge faced by Deliberative Democracy is how to find the way to establish the Chinese-style development of Deliberative Democracy in the Dazzled"consultation resources". In this process, scholars should not hold the blind optimism about Deliberative Democracy and think the theory is a panacea. In other words, one cannot think that whether in high-level political consultations or village self-government, whether in inner-party democracy or civil society, deliberative democracy theory all can be used as Guidance. In other hand, scholars also should not over-pessimistic and narrow, and believe that Socialist democracy with Chinese Characteristics is a perfect system which has unique logic, and development rhythm. In the West, Deliberative Democracy is not the mainstream of democratic theory, not to mention guide the building of democracy in China. In one word, summarizing the challenges faced by Deliberative Democracy can help us deepen our understandings about the theory; contribute to understand its strengths and weaknesses objectively; and also avoid the mistakes in china'research. More importantly, we can explain the formation, running and mechanism of Chinese-style Deliberative Democracy based on China's position and experience, and offer advice and suggestions for its further development. |
