Service Building Of Professional Ethics Of Civil Servants Under The Government Vision

With the development of our society and gradual perfection of market economy, the traditional all-powerful, all-encompassing, and all managing Government-governing Mode cannot satisfy the needs of the times, construction of the core concept of service-management model of government has become the objective of administrative reform in China.In the process of building the service government, civil servant as a special group, is the specific executor of our government function, their moral quality is directly related to our party's level, the image of the party and government, and has visible and invisible influence to social mass. China's civil servant system is implementing more than 10 years, the construction of public servants has made substantial development, and now owned a complete system, high-quality civil service. However, as China's increasingly close relations with the world and profound changes of domestic social relations,the complexity of public governance is increasing, civil servant to cope with various complicated situations and their ability to improve public management faces a severe test. In recent years, every major media frequently disclosed the demoralization and corruption of civil servant has aroused widespread concern and dissatisfaction. Therefore, strengthening the civil servant ethics, and raise the level of civil service ethics has become our most urgent task for building the service government. Focusing on this problem, this paper takes the construction of service government as the background, by analyzing relations between the construction of service government and civil servant professional ethics and Current status of civil service ethics, explore the reasons of demoralization of civil service professional ethics, and take a research on evolution and development of humanity hypothesis, try to point out problems, and propose suggestions of strengthening the civil service ethics in the process of building service government from civil servant themselves and government systems, mechanisms and civil society.Thesis is divided into four parts:The first part is introduction, which describes the background of topics, relevant literature review, concept definition and methods of this study; the second part discusses the relations between the construction of service government and civil service professional ethics; third part discusses the current status of China's civil service ethics and explore s the reasons demoralization of civil service professional ethics; the last part bases on the interpretation of humanity hypothesis of civil servant to put forward its own view of strengthening the civil service professional ethics in the process of building the service government from civil servant themselves and government systems, mechanisms and civil society.
