With the rapid development of China’s economy, the form of social organization, economic composition and distribution were cataclysm occurred. At the same time, with the advance of China’s political reform, calls for more Government Reform and more justice are growing. The professional ethics of civil servants made these for higher requirements. Due to the special nature of occupation, to build a professional, moral excellent civil servants team can not rely solely on the individual’s self-morality "self-discipline", but need rigorous and scientific system. The institutionalization of civil service ethics is the best disciplined and an effective professional system. Its content includes two levels: achieve a combination of civil service professional ethics requirements and the laws and regulations; realization match official professional ethics requirements with a variety of implementation mechanisms. Since the Founding of New China, professional ethics of civil servants have started a new exploration and made certain achievements. It has greatly improved the overall quality of the civil service ethics. However, compared with developed countries, China’s institutionalization of civil service ethics get behind relatively. Since the Eighteenth Meeting of Communist Party of China, because of corruption, malfeasance, power abusing, many officials are processed. Visible, China’s civil service ethics institutionalization has a long way to go. Analysis of the current civil service system institutionalization of ethical shortcomings, active exploration how to build a better system security system is a razor which can open a new situation of civil ethics institutionalization. There are four issues of civil service ethics institutionalization: The legal system is imperfect; Supervision system is unreasonable; Education and training system is not professional; Professional bodies have not established. Drawing on the basis of valuable international experience, There are four ways to change the existing problems.
