| The society pays much attention to the issue of civil servant. Recently years, based on thebackground of constructing service-oriented government, the civil servant, whose professionalethics get more concern than ever, is getting through unprecedented challenges.The service-oriented government based on citizen-centered government. Its idea is‘Managing is service’, which could reflect civil’s will. The main function of service-orientedgovernment is to provide public goods, which individual or community would not like or be notable to provide. So, to what extent the service-oriented government requests the civil servant’sprofessional ethics and how to meet these requirements based on current state of economy willbe the key research issues for this study.In this study, interdisciplinary research method, comprehensive use of literature analysis,qualitative research method and case analysis and some other research methods are used. Onideological and political education viewpoint, the article tried to discuss the relationshipbetween the service-oriented government and professional ethics of civil servants, analyze thepresent problem of professional ethics of civil servant and give some solutions.This study includes five parts, respectively are:1. Literature review which collects both domestic and foreign studies about theprofessional ethic of civil servant and defines the core concepts;2. State the five demanding for the professional ethics of civil servants on the strength ofthe service-oriented government: people-oriented, law-abiding, responsible for duties,incorruptible and highly efficient;3. Do research about the state of career ethics of civil servants; indicate the commonphenomenon including weak sense of public servant, nonfeasance and corruption;4.
