With the changing times, knowledge, technology and information are generated, innovation, circulation, distribution and application-based knowledge management are moving toward us, it is the masses of the government's increasingly high demand rising administrative costs, administrative efficiency to continuously reduce to public value-oriented government administration faces growing challenges.At present, the Chinese government faces increasingly complex environment:market uncertainty, technological innovation, organizational change of personnel mobility. In particular, the integration of the world economy is sweeping the globe, China's accession to WTO, how to face the challenge? How to maintain their competitive advantage? Competition between the modern nation, in the final analysis is human competition, to make the civil service to become the core competitiveness of the public sector, how to acquire, develop their leadership and has become the focus of human resource management.How to assess the performance of public servants? How do I improve it? This is any public sector have to face a difficult problem. Many developed countries through the establishment and sound performance management system to solve this problem. The traditional performance appraisal system performance evaluation is only concerned about the public service itself, is an ex-post evaluation, performance management is a system control process, which is translated into action strategies for the public sector the process of strategic management in the public sector as a subsystem, its underlying objective is based on public sector development strategies, public servants and managers through the continuous, dynamic communication, specifically public service tasks and performance objectives.And to determine the outcome of the civil servants to make measurements, and in the process affect the behavior of public servants in order to achieve public sector objectives, and to public servants to develop.This paper proposed the idea of performance management with the municipal labor and correctional management of the XX original performance appraisal system be redesigned to achieve the strategic objectives of the public sector to promote the growth of civil servants, the public sector to sustainable development.
