Today, with the development of the globalization of the world economy, the competition among enterprises is becoming more fierce. Human Resources Management(HRM) , particularly Performance Management (PM) of the staff, becomes a key point in enterprise management.Based on modern advanced theory of HRM, this paper analyzes the change of management of Sichuan Communication Equipment Factory after its reform and the management problems it still has. This paper puts forward the plan of improving Performance Management. After putting the plan into operation, the performance of the factory and its staff have been improved prominently.This paper consists of four chapters.In Chapter One, the author briefly introduces the basic concepts of Performance Management, including its definition, main tasks, purpose and its circular model; then discusses the vital link of PM , i.e. position analysis, performance examination, and incentive labor payment. The author also puts forward the idea and method of improving performance, which are the basic theories and frame for studying the Performance Management of Sichuan Communication Equipment Factory.Chapter Two briefly introduces Sichuan Communication Equipment Factory ,analyzes its management after its reform and the problems of HRM it still has.As the most important part, based on the above two chapters, Chapter Three puts forward the plan of improving the PM of Sichuan Communication Equipment Factory. First, this plan decides the main duties and key performance indicator of each position through CRG position certification. Secondly, it establishes a scientific performance examination system to ensure the fair and open examination .Thirdly, the plan designs the incentive labor payment system associated with the result of performanceexamination. After bringing the plan in operation, the performance of the factory had been improved.Chapter Four gives out the thought of further improving the performance of Sichuan Communication Equipment Factory.
