Organizing department of party committees is an important sector for Communist Party of China; it played the same role to CPC just as Human Resources Management in party organizations, so organizers of CPC played a special role in the entire organizing department. Requirements for working ability is promoting under the constantly changing circumstances. In order to improve working efficiency and fullfill government's task annually, the Organizing department of CPC saw the necessarity of encouraging and improving their staff just like any other civil organizations. In recent years, the Organizing department of CPC gained a lot but still faces fierce challenges in department organizing. Thus, the use of modern management theory, and the constantly improvement of self-construction for CPC are the Key issues discussed in this essay.The essay discussed the significant construction which Organizing department of Communist Party of China did in Human Resources Management at its first part, and introduced a crucial sector in Communist Party of China to us----the unique Organizing department in Human Resources Management, which proved the importance of improving capacity and incentive system for organizers of CPC. In the second part of this essay, the auther described something about capacity improvement and encouragement for CPC working staff. This part described in what theory and background did organizers of CPC carry out capacity-building, and what theory and knowledge can readers gain from this essay. In the third part of this essay, the auther introduced the characteristics of professional organizers of CPC in-depth, and hopes that this will form an overall impression about the capacity and incentive improvement of government organizers to the readers. In the fourth part, the auther described what the government organizers usually do in their recent capacity and incentive improvement. At last, we come to the fifth part of this essay; it provides significant suggestions on the Human Resources Management and improvement of the government organizers'capacity and incentive.China now faces currently social changes, and as the leading power of this reform, the Communist Party of China needs a high quality organizing team urgently. There is no doubt that this paper will do great contributions to the improvement of capacity and incentive system for organizers of CPC, and China will be more prosperous in the near future.
