Regional Cooperation Management Of The Public Crisis

From a global perspective, with the development of globalization,modernization, science and technology, human society has entered the risk society.From the domestic perspective, various social contradictions and social conflictsappear constantly with society transiting,so the crisis appear in many field and theeffect of it is more and more big. Public crisis has become an inevitable problem,such as SARS in2003,, the WenChuan earthquake in2008, H1N1flu in2009.Facing the frequent and complicated public crisis, it is necessary to break throughthe existing crisis management mode and construct the cooperation of regional crisismanagement model.In the crisis management, the government plays a leading role, but mobilize theenthusiasm of non-governmental organizations and citizens can make up for thedefect of public crisis management of government and promote the crisis solveeffectively. In order to effectively deal with the crisis, we should establish regionalcooperation pattern in public crisis management in which the government is theleading, nongovernmental organizations and citizens are actively participate. Thenwe should structure the network which links the government, non-governmentalorganizations and civil. So the social resources can get optimal allocation.From diverse, dynamic and network perspective, regional cooperationgovernance mechanism in crisis was discussed. First, research background,significance, related concepts, the domestic and international research currentsituation, research contents and research methods are illustrated. Secondly, wediscusses the internal logic of regional cooperation of public crisis managementincluding main body, the mechanism, the necessity and possibility. Third,cooperation management ly, we discusses theoretical basis of cooperationmanagement of the regional public crisis, mainly including the center theory andmanagement theory. Forth, to find out the problems and reasons,we analysis thecurrent situation of regional public crisis management in our country. Finally, on thebasis of above analysis, we put forward the countermeasure from strengthening the cooperation consciousness of regional public crisis optimizing main body structureof the public crisis management, completing safeguard mechanism of the regionalcooperation system of public crisis management.
