A Research On Mass Incidents Network Public Opinion’s Influence And Corresponding Solutions To Governance

Nowadays, China is in social transition period, with development of economy, meanwhile lower social control, interest adjustments, increased social differentiation factors, will increase mass incidents. Nowadays Internet is popular, people are tended to express their own ideas on the internet, and internet increased the influence of public opinion. Mass incident network public opinion is a special form of public opinion. It’s important for the government to reduce the mass incidents network public opinion’s influence.From the perspective of public administration, analyze the impact of mass incidents network public opinion on government. In this thesis, use the butterfly effect theory, the Spiral of silence theory, the good governance theory and the government crisis management theory. Through theoretical analysis, proposed the mass incidents network public opinion have double impact on government. If the government can timely understand the people’s thought, and take effective measures to control public opinion, will help to create a good image of the government, and promote the development of e-government, and improve administrative efficiency, accelerate the transformation of government functions, building a service-oriented government, improve government crisis management capabilities and strengthen interaction and cooperation of multiple subjects government, media, citizens, etc. If the government use unscientific governance methods will make influence on the government credibility, government authority, government response, government decision-making, etc. Through the case research, found the governance problems such as a lack of targeted governance, lack of human means of communication, the extreme of development of network public opinion etc, and the reason is unscientific way of governance, governance concepts behind, governance mechanism is not perfect. Hence suggested to establish prevention, disclosure and transparent philosophy, strengthen research of information monitoring technology, and government control, guiding users to speak rationally, playing the media to help to guide public opinion, combined with smoothing interest activist channels. Eventually, establish cooperative governance between government and Internet users, government and media.
