Research On Network Groupment Incidents And Coping Strategies

Currently, following the rapid development of network technology, the consciousness of civic rights enhanced gradually. The way of emotion expressing, benefit appealing, ideas presenting is stretching from present world to cyber world. During the period, departments with highly authorized power, strongly related to commonweal and much concerned by the people are easily to be a hotspot of network speculation and become a network mass incident.How to deal with network mass incidents is a hard test to the government on the management intelligence and coping capacity. Following the rapid development of network in China, on one hand, there are some corrupt practices of the government such as less ideological understanding, unsound management system and weak coping capacity; on the other hand, public voices are strengthening, civil subject consciousness are enhancing and the statement of net citizen are expanding which are the main reason for the increasing on frequency and intensity of the eruption of network mass incidents.The first section of this thesis leads by "Mass Incidents" and demonstrates the idea of "Network Mass Incidents". It takes 40 internet hotspot incidents on the ranking list of 2009 and 2010 as examples and analyzes the characteristics of network mass incidents from cause, orientation and other aspects. In the second part, it combines the cases to analyze the formation causes of network mass incidents from three aspects, namely condition, mechanism and nature of incentive. In the third part, the author makes a systematic time-sequence statement to the situation of network mass incidents recent years, to be summed up as four stages of development and concludes the effectiveness of government. Part four lists the current problem of the government in responding to network mass incidents and an analysis of its causes. In part five, on the basis of the analysis and research above, the author attempts to make a theoretical exploration for the government and proposes the objectives, principles and strategies of network mass incidents.
