Singapore Integrity System Construction Study

The government of Singapore made a series of reasonal institution for constructing a honest and clean government ,which made a strong foundation for its success and also has made Singapore a model for Asian countries .The institution for constructing a honest and clean government includes political system,mechanism,administrative institution ,educational institution and legal system,and furthermore ,it intergrates the organization of civil society and the popular,which appears strong power for anti-corruption. Owing to some similarities between Singapore and China ,such as,both mainly belonging to Chinese countries and Confucian cultural sphere,and both having a great party as a ruling party,therefore ,thinking the successful experience and achievement of Singapore ,may have important enlightenment for the construction of honest and clean government in China.According to the theory of Neo,the institution is divided into two levels.One is the level of system,and the other is the arrangement of specific institution.Owing to this theory,the author analyzes systematically and comprehensively the institution of constructing a clean and honest government in Singapore and give some suggestions for the construction of clean and honest government in China on the basis of successful experience of Singapore.The essay is divided into six parts.The introduction part elaborates why the author choose this topic,the way of researching, the theoretical background of researching anti-corruption and the significance of researching institution for constructing a honest and clean government .The second part retrospects briefly the history of anti–corruption in Singapore.The third part analyzes deeply the main measures on the institution that constructing a clean and honest government in Singapore.The fourth part explores the reason why the institution is so effective.The fifth part discusses the enlightenment of the successful experience of Singapore for China.The end part is the conclusion of the whole article,and in this part ,the author also expresses some expectation for the construction of clean and honest government in China.
