As a Southeast Asian city state,Singapore has a small territory and poor resource.Its geographical area is715.8square kilometers,and the composition of the population is also very complex.The country’s5.31million people can be classified as four major ethnic groups:Chinese,Malays,Indians and Eurasians.Government corruption is a serious problem in Southeast Asia,but Singapore has made great achievements in building a clean government,and becomes the benchmark against corruption.As Singapore’s national condition is somehow similar with China,like both two nations belong to the same Chinese Confucian cultural circle and not wholesale adoption of Western democratic system,although Singapore has adopted muti-party system,People’s Action Party has always occupied a dominant position.Singapore’s anti-corruption’s experience has a strong instructive reference to China.The author aims to examine Singapore’s mechanism of anti-corruption from the perspective of new institutionalism theory.Studying the integrity mechanism of the institutional structure and the composition of various parts of the mechanism.This paper can be divided into six parts.The first part describes the significance of the topic,the research value as well as the relevant domestic and international discourse on clean government,and analysis the research methods.The second part of the article is a brief review of the anti-corruption history from the new institutionalism perspective.The third part,the integrity mechanisms constitute and the various parts of the system in Singapore’s construction of integrity mechanisms are discussed.The Singapore’s anti-corruption mechanism can be divided into macro-institutional framework,integrity management mechanism,independent oversight mechanisms and educational mechanism.The author continue to study the problem why Singapore’s anti-corruption mechanism can play such an important part in this critical issue,pointing out the set of integrity mechanisms and the rule of law is effectively.
