Although obvious differences exist in the historical stage and the period of socialdevelopment in China and Singapore, these two countries still have many similarities. Forexample, both countries are influenced by oriental traditional culture; both countries areconstituted with Chinese people; both countries have complex ethnic groups, etc. Recent years,Singapore has already become a famous country in the era of building a clean government.Besides, it has ranked first for many times in the list of degree of anti-corruption in all countries ofthe whole world. As economy and politic develops, building a clean government andanti-corruption become a concerned matter nowadays. To summarize and draw lessons fromSingapore in the era of anti-corruption is of vital importance.This paper borrows ideas from many subjects, such as political science, philosophy,management, law, etc. Based on the method of comparative analysis, this paper compares the wayof building a clean government between Communist Party of China and People's Action Party inSingapore, to achieve the purpose of enhancing Communist Party's power and perfect the systemof building clean government in China.This paper consists of3parts, which are introduction, text and conclusion. In the introductionpart, the author briefly introduces the significance and methods of this research, and also discusseshow domestic and international research of this topic goes, if there are any results of the relatedresearch, etc. In the test part, there are four chapters.In the first chapter, the author defines theconcept of "a clean government","build a clean government" and "corruption", and analysis theirrelations, then summarize general character of building a clean government. In the second chapter,the author analyses the background of building a clean government in both countries throughexploring historical influence. In the third chapter, the author compares the measures which theCommunist Party in China and People's Action Party in Singapore has taken mainly in spiritualvalue dimension and practical behavior dimension, and gives a brief summary of unique feature inboth countries. In the fourth chapter, the author explores the beneficial experience of building aclean government for China based on previous discussion. In the conclusion part, the authormakes a general conclusion of the whole test, and put forward the prospects for the future.The innovation of this paper lies in two parts, one is in the view of ruling party, that is, theauthor summarizes the beneficial experience to build a clean government through the comparisonbetween the Communist Party of China and the People's Action Party in Singapore. The other isthe author proposes some practical suggestion on the base of analysis.
