The modern society is a political multiplication, the economic globalization and the information technology fast development society. The transnational bilateral exchange exists in eall areas. Higher education's international cooperation has also become the higher education own development inevitable trend. The Chinese government takes seriously with Southeast Asia various countries personnel to cooperate the exchange and invests positively "the Chinese-Association of Southeast Asian Nations cooperation fund" and "the Asian region cooperation special fund". The Chinese government and Southeast Asia various countries development human resources development domain cooperation positively. Yunnan Province relies on the advantageous geographical superiority, becomes China on behalf of the side status to participate in the cooperation the main body and the front. Because situated at the border region, The Yunnan Province higher education is in the quite low level for a long time and develops slowly. Through the unremitting endeavor, Yunnan Province not only enabled this province higher education to obtain the fast development in recent years, but also made the progress which with in Southeast Asia's higher education cooperation. The present paper is must makes the appraisal to Yunnan Province and Southeast Asia higher education cooperation achievements. The measure results will use in instructing to develop in the future. This article from analyzes Yunnan Province and Southeast Asia higher education cooperation present situation begins. The paper summarized the result which Yunnan Province and Southeast Asia higher education cooperation obtains and pointed out existence's question and occupies superiority. These may regard as are from the qualitative aspect the appraisal which makes to the cooperation achievements. In view of the fact that the education and the economical mutual influence and the promotion relations, establishes the cooperation achievements from the society and the economical two aspects the evaluating indicator system, carries on the appraisal to Yunnan Province and Southeast Asia higher education cooperation achievements.
