With the rapid development of science and technology, continuous progress of society,the competitive of talents with comprehensive quality is fierce. College students, as the representative of the comprehensive quality talents, not only should have solid professional knowledge, but also must have good character, strong practical abilities and innovating spirit, so as to achieve the development of all aspects in moral, intellectual, physical, arts and labor. Activities on the Open Classroom of college students, an important part of college education, plays a vital role in promoting comprehensive quality in consolidation of knowledge, skills, communication, innovate.At present, china's colleges and universities'content of Activities on the Open Classroom are rich. China Young League, National Education Department and National Student Union launched major policy that is college's student quality development plan. It Promotes Activities on the Open Classroom of college students rapid develop. But the contents, wide coverage and not prescribed goal of Activities on the Open Classroom restricted the research development of Activities on the Open Classroom. So Imperfect of practice-building system and fuzzy of constitute of Activities on the Open Classroom as to unsatisfactory results.The research on the Activities on the Open Classroom system construction just around the idea of framework, or just for exploring a particular aspect, these are surface. How to further strengthen the standardization, system construction of Activities on the Open Classroom, improve the practice results of Activities on the Open Classroom of college students, realize the meaning of the vector of Activities on the Open Classroom in cultivating comprehensive quality of students. That is a key problem for college.This paper analyzes Activities on the Open Classroom's systematic building target, organizational principles, institutions, organizational systems, processes, etc from current demands to quality of college students in community and characters of Activities on the Open Classroom. Establish three-dimensional integrated comprehensive quality train system of Activities on the Open Classroom, which including operating system, college students'comprehensive quality assessment system, teacher performance evaluation system. Making plans of effective process management in every aspect, for example, organizations, supervision. Rely on network technology platform and integrate more resources to achieve that Activities on the Open Classroom run effectiveness. So provide students with a good environment for the development.
