With the development of science, technology and the progress of society, talents with comprehensive abilities are required instead of the ones only specialize in limited fields. Universities are quickly taking up Quality-oriented education to train talents that qualify by integrating science and arts. Through these measures, college students will gain more skills and improve their overall qualities. How to build a more complete comprehensive evaluating system, design a complete, scientific and reasonable evaluating index system, provide the society with more high quality talents has become an important issue for higher education educators.This paper utilizes Management Theories as guidance, and employs literature, questionnaire survey, hierarchy process analysis and expert grading methods to analyze the status of comprehensive quality of students of Peishang College, finding out the problems in the present evaluating system. Finally some evaluating principles and ideas have been raised with a reference of state-of-the-art researches home and abroad. An evaluating index has been determined based on the criteria of enterprises and organizations and training objectives of Peishang College. It consists of three index levels. The first level includes: moral quality, expertise, mental and physical quality, humanities and ability. This index system uses hierarchy process analysis and expert grading to determine the weight of all indicators, taking the actual performance of all the students of 2009 four-year-students in the second term between 2010 and 2011 into consideration. An actual exemplification shows the application of the index system after calculating and analyzing with the weights determined.
