As the advent of information society and knowledge-based economy, humanresources are becoming more and more important in the economic and technologicaldevelopment. Human resource management and practice are also undergoingprofound changes. For college, the human resources are also a valuable and importantasset, can bring tremendous benefits. Therefore, an analysis and research on theefficiency use of human resources of higher learning institutions will help collegesand universities establish and maintain lasting competitive advantage, promoteuniversity life to flourish.Under both the positive and normative method, this dissertation makes asystematic analysis of the impact of talent structure and management system on theefficiency use of human resources at higher learning institutions, on the basis of astatistical analysis of using of human resources in universities at present. This paperalso pointed out the performance of low utilization efficiency of Human resource and thequestion on development and management of human resources. Then we give relevantsuggestions by learning advanced mode of human resource management fromworld-class university. At the policy level, introduce competition mechanism andbreak the traditional school personnel mechanisms, the introduction of modernpersonnel system was preferred, promote the rational flow of talent for the updating of the school principal human resources systems to create conditions. At themanagement level, the establishment of an open, just and fair system for evaluatingthe performance of teachers, and achieve genuine results of the exam as teacherspromotion and distribution of salary basis, focus on the teachers emotionalmanagement and flexible management; vocational training to teachers as humanresources development basic means, through the development of scientific andorderly system of training to optimize the University human resources systems toprovide guarantee.
