The higher institutions have been the important places where qualified personnel are cultivated so as to meet the demands of social development and economic construction. But owing to the influence of planned economy and the intrinsic characteristics of higher institutions, the higher institutions have once been the "harbor" of socialist reform. The pains and attacks from the deeper reform against the higher institutions are not very obvious. Some traditional ideas and administration modes have been deeply rooted in the minds of vast numbers of teaching staff. However, with the deepgoing of reform, faced with the globalization of the economy and China's entry into WTO, the higher institutions, as an integral part of reform in institutions of our country, have quickened the pace of reform and development so that they can adjust themselves to the demands of the times as well as the development of the whole society and economy. One of the important aspects in reform is the reform and deepgoing of personnel system in higher institutions. Consequently, the administration and development of human resources in higher institutions are to be quickened.Based on the external environment influencing personnel affairs and human resources of higher institutions, this dissertation analyzes, under the conditions of socialist market economy, the status quo of the development of higher education in our country, the state system reform, knowledge economy, the opportunities and challenges brought by the expansion of decision-making to run a school. In view of the status quo of personnel administration and the particularities of human resources at higher institutions, some problems commonly existing in the development and administration of human resources in the higher institutions of our country are pointed out. In combination with the practical situation of a college, a lot of index surveys of human resources and relevant analyses have been made. By means of statistical software SPSS 10.0, the factors, by which the development and administration of human resources of this college have been influenced, have been obtained from the survey results. Finally, based on the analyses of survey results, some measures and solutions about the administration of human resources of this college have been presented.The dissertation is composed of six parts. Part One analyzes some situations, which are concerned with the human resources of higher institutions, of higher education and administration of higher institutions in our country. Part Two analyzes the status quo andsome problems of human resources in higher institutions of our country. Part Three analyzes the practical situations of a college. Part Four deals with the index surveys of human resources and analyses of survey results. Part Five presents some administration measures and solutions based on the above status quo and problems. Part Six points out some problems to be attended to and to be solved in the development of this college.
