Schools for migrant children are accompanied by social and economic development, which is the result of China's education reform. The appearance of them is largely to meet the needs of studying of children's of migrant workers, making up for the lack of educational functions of government. They are faced with many disputes from the moment of the existence of the schools for migrant children. In the case of no government support, the schools for migrant children still continue to grow and develop, mainly benefit from the love support from all social circles.In the current field of academic research, many academic studies involve more in the group of migrant children, while less in the schools for migrant children. Many researches just have a simple discussion about several aspects of the teaching conditions of schools of migrant children and the course of their development, relatively lacking in more in-depth study and more lack of researches of HA School on the mechanism of access to resources.On the basis of the original researches, author for the first time uses case study included in qualitative research methods to study the schools for the migrant children and apply social capital theory to make theoretical analysis and interpretation of the process of access to social resources. This study has found that the four factors containing the existence of an objective demand, the social recognition of the weak and the ethical conduct, and the complementary in social capital of both sides interactive constitute the mechanism of access to social resources of HA School.Both sides have complementary needs of society, and the complementarity in needs is the basis of the interaction between the two sides. The generation of the interactions between them appears based on the exists of two important social capital of reputation. First,the community recognizes "the weak" identity. Second, the community recognizes the acts of helping the weak. These two kinds of social recognizations creat an interactive scenarios between the two sides. There're complementary differences in social capital possession between the two sides, prompting the generation of interaction between them. Based on the consistent obtainment of social capital and the existence of emotional factors in the interaction, the interaction between the two sides can be persistent.But in the interactive process, HA School and community organizations, for various reasons, do not share their own information in a timely manner, causing a continued concentration of social resources, resulting in excess. This phenomenon is the generating process of social resources "Effect of Pity Name".(This phenomenon is the outcome of the generation of social resources "Effect of Pity Name")This effect makes the social resources play positive functions to HA School, but also brings about negative impacts on the development of the school and the growth of the students. By analysing the resource mobilization process, autor puts forward recommendations on how to improve the effectiveness of social resources of HA School. First, the government should actively promote the education policy for schools of migrant children and solve the problems faced by schools of migrant children and students from system level. Second, District Youth League eaquily sector concerning about the youth interests can play their own authority and take advantage of the resources to draw up the guiding standards about social resources involved in the schools of migrant children and improve the quality of social resources to avoid the negative impacts on the children. The third is to establish a charitable information exchange platform guiding to play a positive effect of social resources.In specific problem solving, autor believes that social workers can play an important role. Solving these problems requires government departments and social organizations working on cooperation to improve the current working mechanism of boarding school social workers(social workers in the school). To play the role of social workers, first needs make clear of the identity of social workers and also of the management system, and second needs provide career development platform for the social workers.
